Bill Alert HB 1052

Bill Summary.

The conduct that constitutes a Hate Crime offense is modified to include when a person maliciously and intentionally commits one of the statutorily specified acts in whole or in part because of the person's perception of another person's race, color, religion, ancestry, national origin, gender, sexual orientation, gender expression or identity, or disability.

This bill will strengthen laws against hate crimes and addresses gaps in current law. The changes proposed in the bill reflect and acknowledge that most hate crimes are mixed motive crimes – bias may not be the only motive.

As part of its work, the ICSEW Legislative and Policy subcommittee provides Bill Alerts during the current legislative cycle. Its purpose is to inform state employees of pending legislation that may impact them.
